Tresor - Short Break Service
Services and organisations that have the Local Offer flash have filled out inclusion information, meaning that they meet the needs of people with Special Educational Needs and Disabilities (SEND)

The Short Break Service provides county wide planned residential short breaks for children and young people with learning disabilities and associated complex needs.

This valuable service, delivered in five resources countywide, enables carers to have a break from their caring responsibilities and for the young person to enjoy some independence with their peers away from their families.

Short break provision aims to provide a positive experience for each individual, and offers each child or young person the opportunity to join in a variety of fun activities, alongside promoting social inclusion, and positive outcomes for young people as in the Every Child Matters agenda.

Doubletrees provides planned short breaks for children and young people with a severe learning disability and associated complex needs, in an environment that allows them to develop social opportunities with an appropriate peer group and support their independence in developing appropriate social, communication and independent living skills.

We provide a high level of support for each child and young person, which is dependent on an assessment of their individual needs. We have access to a range of social and leisure facilities. The staff team are experienced in successfully managing a variety of complex and challenging needs.

The staff team work in close association with other agencies and service providers with the aim of offering the best standard of care for each child and young person.

Criteria for access to residential short break services

  • Must meet level 3-4 in line with CIOSSCB Threshold Tool but in some instances level 2 if additional support is effective and supports step down from children social care.
  • Age range for access to residential short break services 7years-18years with no new referrals considered for young people aged 17 years plus
  • Overnight residential short breaks should only be considered, if three of the following is evidenced;
  • If existing community, group based activities/Direct Payments cannot sufficiently meet the child, young person and family’s needs safely.
  • The child, young person has difficulty sleeping at night and requires attention during the night.
  • Impact on the parent/carer’s needs is affecting their ability to care effectively for their disabled child/young person
  • Wellbeing of parent/carer immediate family is being affected
  • The home situation is extremely strained and at risk of breakdown.
  • The nature of the child/young person’s additional needs is complex and acute

How we make our service inclusive

The internal environment is configured over 2 floors, with large communal areas on the ground floor of the building alongside staff offices, a laundry room and a large kitchen.
Significant refurbishments and alterations have been carried out to ensure it is fully accessible for those individuals with mobility needs. There are two lifts within the building to facilitate access to the upper ground floor and first floor for those people with compromised ability to manage the stairs. On the first floor two of the bedrooms have overhead tracking installed and there is a designated bathroom with overhead tracking, a gemini bath and walk in shower area to ensure all young people are fully able to access the facilities they would require during their short break with us.

The external environment includes access to a shared playground area at the front of the building with a range of external play equipment and a patio garden to the rear with swings, water play, sand play with a shaded seating area and a sensory garden. All outside areas are surrounded by fencing.

Each referral to the centre is evaluated by the management team at Tresor to ensure we can meet the assessed need of the individual. In terms of supporting young people with particular physical needs, resources and training is put in place in conjunction with the young person’s Occupational therapist and/or physiotherapist as appropriate.

Staff SEND experience

Tresor is part of the Children’s Social Work and Psychology Service within Cornwall Council and as such is subject to the Councils full training and development plan for all employees.
All care staff have relevant experience of working with young people or adults with disabilities and complex needs, gained either from their work here or from working with other agencies. All newly appointed staff are expected to hold a relevant qualification, or be prepared to undertake to work towards gaining such a qualification upon appointment in line with the Quality Standards.
Courses vary from:
• Mandatory courses: Safeguarding and Child Protection, First Aid at Work, Health and Safety, Fire Safety Awareness, Safer Moving and Handling, Food safety, Risk Assessment, Safe Handling of Medication, Team Teach training, Equality and Diversity
• Development courses: Attachment, Child Development, ASD, Augmentative Communication, Life Story Work, PECS, etc. In addition to the prescribed mandatory training staff are supported and encouraged to gain more in depth knowledge and experience in more specialist areas, e.g meeting complex sensory, communication or positive intervention needs if they express an interest and it is considered by the senior management team that this would be of benefit to the children and young people.

All staff will receive regular supervision from the Service Manager, Deputy Service Manager, Senior Residential Care Worker or a Residential Care Worker who have received training to deliver effective supervision. The County Residential manager will provide supervision to the Service Manager on a regular basis.

We are committed to continuous professional development of all our staff members of which the staff are expected to take personal responsibility for. An appraisal system runs alongside the supervisory arrangements to support this.


How our service supports providers / schools / colleges

Tresor will ensure that children have an education, health and social care plan in place and the staff team will support each young person to achieve against this plan, in a way that is meaningful to the young person.

Each young persons allocated a keyworker will establish a collaborative relationship with the school and regular meetings and classroom observations to ensure appropriate information sharing and review of educational plans.

Collaborative working with supporting professionals such as: SALT, OT, school nurse, consultant paediatrician will ensure that educational attainment is viewed in a holistic manner with regard for the young person, their individual needs and wishes.

During school term time the young people who come to Tresor attend their usual schools. They are encouraged and supported to complete any homework. During their short break there are many opportunities for informal learning as recorded on their daily record sheets all successes achieved are celebrated in a way that is meaningful to the young person.

Support at key transition points

Tresor supports effective transitions by working collaboratively with the young person and their family alongside the allocated Social Worker, Education staff and other involved parties to ensure the young persons wellbeing is paramount throughout the process.

Resolving disagreements, mediation and making complaints

All complaints are recorded and actioned following Cornwall Council’s complaints, compliments and comments procedure.
It is hoped that most concerns can be resolved through open and honest communication between the young people/parents and staff.
Young people, Parents/Carers can speak to any member of the team about any concerns they may have.
Any complaints about any aspect of the service Tresor provides should be directed to the manager in the first instance. If this is not applicable, the responsible individual should be contacted.
